This means your school system or network provider has blocked the ffmpeg from pulling video and you need to turn on 'Use Remote' in settings.

How to Unblock the ffmpeg Settings to allow Video Import
- Go to the Home tab and, in the far right of the ribbon, select the two gear Settings icon. This will open up the PQD Application Settings.
- Near the bottom of the Settings in the Video Editing section, select Use Remote check box.
The video will now be able to pull in without producing an error.
